The PIS.A.R.T.E. Project intends to create a mean for the rapid deployment of the two main modules through the implementation of the following main activities:

Training Programme

1st Level Training Course - General (more theoretical on the EU mechanism and on the specific field of this proposal)
2nd level Training Course - Specialised (more practical and lesson learnt)
Multidisciplinary Team Training Course

At the training programme experts from different national and European civil protection organizations will be invited. All courses will be followed by practical lessons on the operability of each modules. The Multidisciplinary Team Training Course will test a new model in which mixed national teams (AMP-S and USAR) will be able to intervene jointly (e.g. in confined space and hostile environmental conditions).

  • Raising of knowledge on the EU Civil Protection Mechanism among European experts involved in the training programme
  • Dissemination of the CP Modules
  • Improvement of knowledge on the role and duty of the EU expert mission
  • Sharing of knowledge and expertise
  • Improvement of expertise in the specific field
  • Improvement of the chain of command and standard operating procedures
  • Accomplishment of the operational procedures on the EU rapid response capability
  • Improvement of the operability of the two modules
  • Test the efficiency of a multidisciplinary team

Full Scale Exercise

The Full Scale Exercise will simulate a major earthquake to put in action the two modules, the AMP-S and USAR, will be organised in Pisa and will test the rapid response capability.
Some EU countries representatives will be invited to attend the exercise. During the exercise the standard operative procedures will be tested.
The scenario will be built on the experience of China earthquake, where the Emergency Surgery Group's AMP has been deployed for 13 days, with technical and financial support of Italian Civil Protection Department.
The expected results are:

  • enhancement of operational co-operation between the European MS teams
  • enhancement of mutual understanding of emergency management
  • testing the activation of the two modules for the rapid response
  • testing interoperability of the equipment and communication
  • improvement of the knowledge of module concept and operability on the real experience
  • enhancement of the capabilities of the activation, deployment and coordination of international experts teams

Workshop on Drawing Up Operating Procedure

At the end of training programme a three day workshops will be organized in order to finalise the standard operating procedures to be proposed to the Commission.
At the workshop national and European experts (30 all together) will participate and personnel from Italian Civil protection Department and the Commission will be invited to bring their contribute.
The expected results are:

  • Drafting and sharing standard operating procedures

Drafting Handbook of Operating Procedures

During the overall implementation of the project, the national team of the different modules will draw up the operational procedures, which will be discussed and proposed for discussion during the training programme.
The expected results are:

  • completing standard operating procedures
  • publication and dissemination of the results

Deployment of the Modules to the field (if requested by the Commission)

After one year of the implementation of the project, the AMP-S and the USAR Modules will be ready to be deployed upon request by the Community Mechanism for Civil Protection,through the MIC.
The deployment of the two modules will be ready with foreseen trained personnel, full equipment, logistics and means of transportation, including management. The deployment of the modules will be foreseen for 10 days under consideration of two contraints:

  • a concomitant major emergencies in Italy
  • the state where the emergency occurs does not allow Italian military air force transportation

The expected results are:

  • readiness to deploy on the field, in case of emergency, one or more modules, in accordance with the Commission’s needs

Dissemination

Disseminate the results of the project activities to the community at large and in particular to the European Civil protection bodies.
In particular Eva platform all report findings and in particular the standard operating procedures handbook will available and downloaded within Eva web site.
A DVD will be produced. It will contain the most significant scene and aspects of the project activities and will be widespread within civil protection community.
The expected results are:

  • project documentation and report available on EVA web site
  • production of 1000 DVD
